Here is something about the council's own workflow: Our copyright policy requires commits to the sites/projects/council.git repository to be signed off, so they should be under some license. Can the council agree that meeting summaries are to be licensed under the Creative Commons Attribution-ShareAlike 4.0 International license (CC-BY-SA-4.0)? In my understanding, raw IRC logs are not copyrightable. They could be marked (e.g.) with a Creative Commons Public Domain Mark 1.0 in the commit message.
