15 Your missing the point that dispute resolution can bring about legal
16 liability. If a dispute resolution results in defamation of someones character
17 and/or reputation. Do you want someone suing individuals or council members?

19 People do not realize their actions can have legal repercussions. Which is why
20 it is best that people with legal authority and power handle any such matters.
21 This would likely not change with any umbrella organization.
