22 There are likely even more questions that come up in said scenario, but if you
23 cannot start to see the multitude of issues overruling any decision. You can
24 see while an appeal process is futile. Why its best for the entire situation
25 to not exist.

27 If Comrel cannot resolve problems, and it results in appeals. It should not
28 exist. As that creates more overhead, from something that should reduce.
