QA's disciplinary actions are to "stop the bleeding", I don't see any

gain in having shortcuts here besides leaving room for potential

future abuses.

If comrel being slow is an issue, then this may be changed e.g. in

having QA being able to ban for n days and if comrel has been

asked to but hasn't voted for or against a permanent ban after n-1 days
