18 QA's disciplinary actions are to "stop the bleeding", I don't see any
19 gain in having shortcuts here besides leaving room for potential
20 future abuses.

22 If comrel being slow is an issue, then this may be changed e.g. in
23 having QA being able to ban for n days and if comrel has been
24 asked to but hasn't voted for or against a permanent ban after n-1 days
25 then QA can issue it.
