Your figures neglect history before the git migration, but are
accurate for the last year.

Believe it or not, not everybody who contributes to Gentoo writes
ebuilds. You're not the first to point out that I don't have that
many commits compared to many. I think the last time it was pointed
out was before an election and it didn't seem to bother anybody.

Again, I think you misunderstand the purpose of the Council.

Anybody can start a project or lead a project.

Anybody can author ebuilds. Anybody with commit access can commit them.

Anybody can join PR and write news articles/etc.

Ultimately the main power of Council members is to resolve conflicts
with final decisions. That may not be the only thing they do, but
when it comes down to it that is what they're basically empowered to
do. My personal sense is that the people who are currently on the
Council got there because people trust that when an issue comes up
they're going to weigh all the options and come up with a reasonable
solution that everybody can live with. I think most devs would prefer
that the Council stay fairly hands-off. They don't want the Council
telling every project how to do its thing, but we all recognize that
sometimes there is some sort of conflict and a need to have a final
call made so that we don't go band and forth endlessly on a mailing
list about it.
