10 decisions based on policy. In the past, a package maintained by me has been
11 on the receiving end of QA actions (in violation of tree removal policy)
12 based on ad hoc made up rules[1]. After QA tried again for a second time[2],
13 I had to ask Council to step in and put an end to this, which they did
14 fortunately[3].

16 That was all a long while back, but I have seen similar tree removal policy
17 violations on several packages after that by the QA team, so I don't think
18 the situation has changed a lot.
