11 The right to free speech is not a free-for-all. Even the Universal
12 Declaration of Human Rights, which by design is as general as possible,
13 lists both freedom of opinion and expression (Article 19) AND the right
14 not to be subjected to "attacks on his honour and reputation" and being
15 legally protected from such attacks (Article 12). And there are
16 countries which no-one in their sane mind would accuse of censoring free
17 speech, in which hateful speech against groups of the population is a
18 criminally punishable offence.
