Ongoing stabilization discussion (Re: [gentoo-project] Council meeting 2016-11-13)

To have this documented in writing ahead of the meeting, in line with
request for other topics that are brought up.

 Stabilization workflow is natural part of the [current working group]
on stabilization that was set out by the council in the 2016-08-14
meeting: "2) Discussion on the state of the stable tree[0]

Various aspects of the state of the stable tree were discussed in the
meeting and the Council decided on setting up a Working Group (WG)
chaired by K_F to continue discussions and come back to the Council with
recommendations at a later meeting on how to improve the state of the
stable tree."

The process is still ongoing and the [current draft] of the report to
the council for these determinations is available as well as [git
repository] containing the LaTeX source and meeting logs. The
discussions mainly takes place in #gentoo-wg-stable and the wg-stable
email alias.

As such the initial email bringing this up, on its own, is more a matter
of input for the working group, but it is nice to set off some tiime for
discussion of the broader topic ahead of, and during, the council meeting.
