let's be clear here: changing GLEP 39 doesnt not always require an all- |

developer vote. if the GLEP is significantly changed, then i dont think it's |
| 9 |
strictly required, but it is probably better to let it run that course. |

as previous councils have clearly shown multiple times, GLEP 39 may be tweaked |

without any sort of developer vote. |
