7 let's be clear here: changing GLEP 39 doesnt not always require an all-
8 developer vote. if the GLEP is significantly changed, then i dont think it's
9 strictly required, but it is probably better to let it run that course.

11 as previous councils have clearly shown multiple times, GLEP 39 may be tweaked
12 without any sort of developer vote.
