32 Thirdly, I want to discuss the spending of Gentoo Foundation’s capital. We
33 end fiscal 2020 with an excess of $140,000 in cash equivalents (cash on
34 hand, paypal, etc.) This is a significant pile of capital that we could
35 deploy in support of the Gentoo community. In the past, the board was
36 essentially unwilling to spend large amounts of capital due to the unknown
37 tax liabilities that the Foundation faced in previous years. However since
38 we have since resolved those liabilities we are in a stronger position to
39 fund new programs. However, it’s unclear exactly how we should deploy this
40 capital. I again implore the community to suggest ways that the money can
41 be put to good use in order to facilitate the mission of Gentoo and to
42 further its development.

45 The foundation is nominally prohibited from spending money itself (as
46 doing so may 'set the direction of gentoo development' or otherwise
47 have undue influence on the project.) The Foundation relies on people
48 to file funding requests; the Foundation itself only has 3 programs:
49 Infrastructure (to fund Gentoo infrastructure operations), Nitrokey
50 (to fund keys for developers) and Foundation Operations (almost all of
51 this to pay for our CPA and fees necessary to operate the Foundation.

53 Please file funding requests if you want things funded. If you think
54 we should work with the council to decide what things to fund I'm
55 happy to discuss with them any and all items.
