This was basically my suggestion. If you combine it with an EAPI |

change you could have the package manager do the secondary fetching |

automatically during the fetch phase, and it could do all the |
| 10 |
verification. The mirror logic would need a corresponding change to |
| 11 |
mirror more than the secondary manifest. |
