The Foundation bylaws forbid a Gentoo Foundation Inc. trustee from
serving on the council, ie, if a trustee were elected to council they
would have to choose one role or another.
The bylaws say nothing about officers of the foundation serving on the
coucil.

That is, you can't be a decision maker in both places but you can do
the work. In this instance, were quantumsumers to be elected to the
council, he could contine in the office of Secretary.

The Foundation are working hard to split the roles of trustees and
officers but every time we make some progress an officer is elected as
a trustee. The distinction is important. Trustees make the decisions,
officers carry out the decisions. Much like any other corporation.
