There is no review or oversight of the Foundation and Council activities. The |

two are completely separate entities. Which is part of the problem all along. |

Any effort to unify, or further extend the Foundations role is seen as rocking |

the boat, changing Gentoo in major ways, etc. People freak and elect to keep |

the status quo. |

Much as others want to limit the scope of the foundation. They are not |

realizing legally they can never. You can empower the Council all you want. |

Create as many entities within Gentoo. But they will never have legal |

authority. |

Along those same lines, Officers of the Foundation, also have Legal Authority. |

Those are the ONLY ones who have legal authority, Trustees and Officers. With |

officers appointed by the Trustees, but they can be 100% outside of the project, |

foundation membership, etc. Trustees must be from within the Foundation |

membership. |
