There have of course been successes within the team -- treecleaners seem to be doing a good job, for example, but as a whole it is currently rather ineffective. This is rather a suboptimal state of affairs, and I'd like to try to do something about it. There is of course also the issue that certain parts of GLEP 48 require a designated QA team lead. I am aware that in the past there has been a significant debate as to whether the team actually needs an appointed lead, and I have in the past sided with no, but having seen what happened to the activity and effectiveness of the team when Halcy0n took over and then resigned, it seems obvious that it can make a big difference for the better. The obvious course of action then is, well, obvious. If the team as a whole does not object, I'd like to step up and see if we can get the team back on track.
