I think the point of my original inquiry has been lost.

I'm aware of things like aide and samhain. I was more curious about
what we can do to protect our users out of the box. No linux distro in
particular strikes me as being known for it's obsession with security
the way openbsd is in the bsd world, but Gentoo appears to be making
movements to it with it's selinux work and other work mentioned on this
list.

Is it just dumb to think of possibly adding an integrity checker to a
default install or would there be interest in this?

I think it would be really cool for a new user of gentoo to get nightly
emails about file changes out of the box assuming cron is installed.
