12 the mod_rewrite tip is a good one but only if you accept denying access
13 through hotlinking.

15 mod_throttle, mod_bw, mod_bwshare, mod_bandwidth, mod_cband may be worth some
16 investigation as they all (in one way or another) do bandwidth
17 limiting/accounting/throttling. all of them exist in portage.
