RT is in Portage, though there are some bugs relating to it:

https://bugs.gentoo.org/show_bug.cgi?id=61893
https://bugs.gentoo.org/show_bug.cgi?id=67686
(maybe more)

If you have some personal knowledge about the official Portage version
of RT (like do you actually use it), please take a look at these bugs,
and see if there is is anything you can add, or if they can be closed.
Additionally, these bugs are for 3.2.2, which is now superceded by
3.2.3 and 3.4.1. I am not going to be using RT at this point, since my
organization decided to go with another product (although this was
decided six months ago and since then there's be no tangible
progress).
