While Eric is right, making noise is only half of the problem. Getting
enough people actually willing to invest their time and knowledge is the
other half.

GLEP 19 was originally tabled for various reasons, some of which Eric
mentioned already. Gentoo is obviously undergoing some significant
organizational changes at the moment, but once things have settled down a
bit, I plan to reintroduce the GLEP and try to get it implemented.

One blocker we are likely to hit is getting anything into portage. That
team has a lot of stuff on their plates already, so their input queue tends
to be quite full. :)

Thus, if you are interested in seeing this stuff implemented, are an expert
python coder (or at least an expert coder in some other language and
willing to learn python) and willing to delve into portage to produce
patches, you will significantly increase our chances of getting this done
in a timely fashion. (I really want to stress the expert part of that last
sentence. The portage team tends to reject crappy code and/or coders and
for good reason. Learning python may be fairly easy. Learning how to
write quality code isn't, however.)
