Subject: [gentoo-server] Backup server portage mirroring?

I am not sure if there is really a solution to this problem, but it might
lead to some brainstorming and finally a solution :-)

We have a one live server to which we have a mirror server, the mirror is
an exact copy of the data and as part of our disaster recovery plan we
should be able to take down the live server and use our mirror server when
there is a need.

Now part of the problem is the fact that I have to maintain packages on
both machines separately. Thus if I say emerge php with custom use flags
on the lvie server, I have to do the same on the backup server. Is there a
way of automating this process?

I am, not so concerned with kernel and device drivers, as the hardware can
be different. I am more concerned about user level packages like
Apache/PHP etc. Can I mirror the portage in anyway such that I can have
the same user level packages via single emerge?

Thanks for the help.
