[gentoo-soc] Application for Gentoo Council Web Application.

Hello all,

I am very interested in developing web application for the Gentoo Council
and since the past few days I have discussed the idea with my mentor,
Petteri Raty. I have submitted my proposal on the GSoC web site today. I
have linked to the changes that I have made to the existing repository in my
