8	Actually, users in the portage group can "emerge --fetchonly" without
9	"--pretent". Also, they can:

11	rm -rf /usr/portage

15	This might depend on other settings in FEATURES, not sure. But here,
16	/usr/portage and everything in it belongs to user portage and group portage.
