9 Not in the sort of cases that come up most often, where functionality has
10 been moved from a package into another. In this case the block is
11 entirely predictable. If, for example, you are updating xpdf from version
12 <=X to version >X, it will both require and block poppler. The dev has
13 already modified the ebuild to handle the new dependency, so he will know
14 about the block.
