7 Yes, it's called a reboot. Nothing else will get the job done and guarantee
8 it's done right without errors.

10 The better way is to just look at the files that were changed, decide for
11 yourself if they need to be restarted and if so restart them manually.

13 If this reply sounds snarky, it's because your question is actually
14 nonsensical from a Unix perspective (although probably quite reasonable from a
15 human perspective). This is a situation that requires either a sledgehammer
16 approach or intelligent human intervention.
