9 You only gave a partial answer. What user are you running as when you
10 get the error, and what user/group owns those dirs?

12 Unless you are running as the user who owns /usr/portage or as root,
13 you will clearly get a permission denied. (and that assumes there are
14 no ACLs involved.)
