12 AFAIK, there's is no such thing. (Generally the first place to check
13 would be bugs.gentoo.org, which shows that nothing by the name of
14 arabtex exists.)

16 There was some effort on making a g-ctan script which like the g-cpan
17 script (which installs perl packages from CPAN) can install CTAN
18 packages, it is at http://bugs.gentoo.org/show_bug.cgi?id=85411
19 but I am not quite sure whether it would work or not.

21 Your best bet is to just install the package yourself directly from
22 CTAN, installation notes and list of files are here:
