Can't help witht he first part.... for the second one:

gentoo-user General Gentoo user support and discussion mailing list

I think that sums it up nicely. It is the general board, meaning that it is
for support of pretty much anything. The problem with the other ones is that
they are really made for the certain subjects. gentoo-laptop is mostly for
power management and pcmcia stuff, you (in theory) don't ask a question
about portage in there even if it's running on a laptop - but if you have a
specific question about a specific thing that is only on a laptop (such as
pcmcia or an intel 2200 wireless network card), you will probably get better
answers in there... of course they are also probably reading this one (well
many of them) and it's not really an issue if you post it in here, in fact
it will probably be solved pretty quickly.

Gentoo-server is for talking about using Gentoo in production environments.
That list has a lot of "How do I get my DNS to work correctly, it's not
using my forward lookup zones", and hacks for portage for multi-admin
setups, but you won't find much basic "How do I install" or "Why isn't it
seeing this device?" (unless it's a server raid card or whatever). We don't
get much of that in here.

I really think it's fine, I think if you're on general list you should
expect some culmination of general questions. If someone can't get the right
help in here, they should try asking in the gentoo-subject and see if they
get some more specific support. The IRC channel does it nicely... ask about
a sparc and they'll say "Well I think this and this, but check in
#gentoo-sparc and you'll probably find a better response".
