Looking at the package list:
http://packages.gentoo.org/package/gnome-base/gconf?arches=fbsd

gnome-base/gconf is not mark stable or testing at all, there is a blank space.
gconf-2.32.4 was already installed on my system, emerge is trying to rebuild it only, but since it is not available it fails.
