	In your /etc/portage/package.use (or /etc/paludis/use.conf) try the 
following:

category/package linguas_YOUR-LANGUAGE

	In my case, I'm using the system in English, but I want my OpenOffice in 
Portuguese (Brazilian):

app-office/openoffice linguas_pt_BR
