8 In the system as a whole, that's always been my setting.

11 In KDE, System Settings -> Regional Settings -> Date+Time -> Time Zone
12 shows 'UTC' ; if I change it to 'Toronto', then 'Apply', there's no change :
13 the digital clock in the panel continues to show '16:44:07 EST' ;
14 anyway, the Time Zone display tells me I can't save the configuration.
15 When I look at the 'Date + Time' display itself,
16 the analog clock shows the correct time, as does the legend below.
