You'd certainly hope that that these key combinations aren't hard coded but it doesn't mention how to change them in the Keyboard-and-Console-HOWTO. |

Lots of things seem to be hardcoded inside linux/drivers/char/vt.c which has a set_console function for switching virtual consoles. |
