Ok, after your and Alans comments and some more reading, I guess I 
agree, but...

man sysctl, and the README in /etc/sysctl.d aren't very helpful.

Would the proper line be:

# Increase inotify.max_user_instances for dovecot
fs.inotify.max_user_instances=1024

?

And how would I have ascertained this? Ie, I wouldn't have known to use 
the fs.prefix...
