The file /etc/profile.env gets regenerated when env-update is run.
It is generated based on contents of /etc/env.d directory.
Please take a look at it, there are files containing config params. 
The order is set by numbers prefixing file names. You will need to rename 
these files to suit your order.
Of course if you want this order to be preserved you need to get this change 
into portage tree. If you want to get this done, please experiment with the 
order (And you have to have a very clear case to convince developers). When 
you have it sorted out please submit a bugreport on http://bugs.gentoo.org, 
so it does not get lost.
BTW, as was mentioned koffice-1.2 coexists with kde3 happily and is probably 
preferable. Still above info might be useful on some other occasion.
