Actually, the issue is that speakup is not built into the kernel on distribution media, but it is a set of external modules, similar to how the alsa drivers were handled before they went mainline. This does not have anything to do with the functionality of speakup itself, it is just easier for distros to support building it that way. It makes it much easier for us to keep speakup current. Once speakup does get into the main kernel tree, we will look into building it into the kernel instead of using modules.
