4 I do the mkdir then rc-update stuff in my fsscript for the additonal
5 runlevels. Had to be careful to add some of the more mundane scripts
6 that are in default.

8 You could edit your seed stage to have the directories, or some dummy
9 ebuild, but it seems more effort than it's worth.

11 Maybe a livecd/runleveladd could be added. It should be pretty simple,
12 just needs to do some mkdir in the backend.
