10 But, to answer your question generally (I'm not specifically referring
11 to the topics mgorny raised):

13 Anybody can ask the council to discuss anything at the meetings. Note
14 that the purpose of the council isn't to micromanage everything in
15 Gentoo, and in general we like to try to build consensus and seek
16 input before we just hand down decisions. This allows everybody to
17 have their say and it is foolish to disregard the expertise of those
18 who don't happen to be on the council. I think having a forum to
19 formally air opinions but leave with decisions and not endless debate
20 is one of the main value-adds of the council.

22 So, if somebody suggests a topic that isn't entirely ripe for a
23 decision most likely the council is probably going to try to trigger
24 some list discussion to get it there if that is reasonable, and if not
25 it will probably just air some opinions and try to offer some advice
26 on what still needs to be done. There is never harm in asking the
27 council to get involved, but if a council agenda item is the first
28 time a topic comes up, don't be surprised if you don't leave with
29 something resembling a final decision.

31 This is of course how this council has generally operated and future
32 councils are free to operate differently, though I'd generally say
33 that this sort of approach has worked really well for the last few
34 years IMO. In the end it is really the individuals behind initiatives
35 who have the power to make them happen. The council functions best
36 when it is opening up the way for individuals to scratch their itch
37 and not just handing down "unfunded mandates."
