| The more interesting question is whether that's a strength or a |

| weakness. If people feel emphatically enough about a candidate to put |

| them near the bottom of a list, having that count against them seems |
12 |
| fair. That seems like a strenth of a ranking-based voting system. |

If you're after a strong council, it's a weakness. If you're after a |

council that doesn't piss anyone off, at the expense of not making any |

progress, it's a strength. |
