6 Uh, you can't force anybody to do anything, and most of them are no
7 longer around. You can always encourage or ask nicely. You can also
8 set a policy of no further commits accepted without accompanying
9 documentation, but that could just as easily result in fewer commits
10 and not more documentation.

12 And this is why half of FOSS isn't well-documented. Often the docs
13 aren't written by the same people who wrote the code.
