14 This already went before the Council, and the decision was that
15 INSTALL_MASK IS the working solution for opting out. If somebody
16 wants to come up with a better one and propose it they're of course
17 welcome to, but in the meantime, INSTALL_MASK is the official
18 solution.

20 The whole point of having a Council is so that you don't have to reach
21 100.000000000% consensus on every single decision.
