6 To me red tape means that there are odd and peculiar steps in the
7 process. Make the tape clearly defined, and have no exceptions; everyone
8 plays by the same rules, no back doors.

10 Perhaps - more structure with easy-to-use tape - would be a better way
11 of phrasing it.
