12 Only allow one of the two to exist for a given package. We'd need a tool
13 to migrate, echangelog would need to get smarter (as already mentioned)
14 and repoman would need to enforce this. Could provide a way to
15 autogenerate a plain-text ChangeLog from a ChangeLog.xml also.
