If the herd is essentially empty, I think it probably makes more sense |

for the packages to get split up across specific developers; at least |

then they'll be tracked by people that are at least somewhat involved |

and committed to them rather than hiding the fact that we only have |

partial coverage of all these packages under a herd. |
