35 If the herd is essentially empty, I think it probably makes more sense
36 for the packages to get split up across specific developers; at least
37 then they'll be tracked by people that are at least somewhat involved
38 and committed to them rather than hiding the fact that we only have
39 partial coverage of all these packages under a herd.
