If you look hard enough through *any* bugs database, you'll find occaisonal 
responses that seem (or are!) impolite.

There are no changes in the existing config files for the webapp GLEP.  I'm 
holding off submitting the changes for Chuck's approval until our 
vhost-config tool is finished.  The planned changes are minimal, and will be 
well documented.

My guess is that the original Apache2 config files that we ship were designed 
to look like the older Apache1 configuration files.

This one is a user who changed his DocumentRoot but didn't change the 
<Directory> section that applied to the old DocumentRoot.

This one is user-error.

This one is a user who is unable to get UserDir support working.  This is a 
bug in our configuration files.

I couldn't find an 'Apache Troubleshooting' section on httpd.apache.org, and 
Google couldn't find any mention of Gentoo on there either.

Please take up Chuck's offer, so that we can go through this in more detail.
