The Portage2 project as outlined at uwyn.com is for all intents and
purposes dead. Last time I heard, there will be no C++ rewrite.

The development itself is done incrementally based on feasibility of
new features and their importance. The chief architect is Daniel Robbins,
but other devs have contributed patches from time to time.

Check out the bugs assigned to drobbins@g.o in bugs.gentoo.org for
an idea of what is being worked on (go read the comments, too, they're
more valuable).
