7 Because it's far simpler to start from scratch. Refactoring is only
8 possible if the initial design is at least vaguely sane. With things as
9 they are now, making a change is nigh on impossible because there's no
10 way of evaluating the impact.

12 A complete rewrite has already shown itself to be a viable and
13 effective approach. Approaches based upon refactoring have had
14 significantly less success.
