I used the floppy at 'http://www.toms.net/rb/'.
I could install by almost same method as 
'Gentoo Linux Installation Instructions'.

There were the following problems.

1.tar is not GNU tar.
  It dosen't have options '-p','-j'.
  cat stage1-ix86-1.2.tbz2 | bzip2 -d | tar xf - 

  After chroot, I did 'tar xjpf stage1' again.

2.mount proc
  NG:mount -o bind /proc /mnt/gentoo/proc
  OK:mount -t proc /proc /mnt/gentoo/proc
