Please make a bug report, yes.

Else to answer you, I do not understand what you say as:
- rsbac 1.2.5 tools do not make use of auto-tools at all
- rsbac 1.2.5 does not depend on rsbac-sources (it can self compile now)
- rsbac-sources kernel for 1.2.5 has been uploaded at the same time (it
has kernel 2.6.13 and pax btw)
- rsbac 1.2.5 is not being made, it has been released.

however please paste your emerge log and everything into a new bug if
you still encounter a problem.
