5	You're quite right. The proposed bylaws shouldn't be ignored; they
6	should be changed to reflect what was agreed upon by the original
7	Trustees, and practiced ever since. That section and the quorum
8	requirements (which would fail disastrously given the number of members
9	that the Foundation has) are the major obstacles to ratifying the
10	bylaws, and now would be as good a time as any to clean that up.
