That looks like a good first step in the process of moving the things |

that an umbrella won't/can't take on, to the Council. |

There are other things that will not move to an umbrella too but baby |

As a past trustee, I support the move to an umbrella. We have shown |

over the years, that we can't really staff our own legal entity, so |

lets not have one. |
