Fabian,

Long rambling story. Skip to the end if you want.
When the board of 2008 were elected, the Foundation structure
was such that devs became members automatically, unless
they asked not to but never left.

In theory, members vote for more than just the board and in 
some cases, may need to form a quorum. That's difficult with
over 200 members, most of whom are no longer interesed in
Gentoo. Thus a way to prune the membership was required.

The trustees of the day (including myself) came up with the 
idea of dropping members who had not voted in the the most 
recent two elections. 

There have been a few active devs who have been dropped 
then reapplied. I don't think anyone has reapplied before 
beind dropped but this is the first time the list has been 
published.

There has been some discussion in #gentoo-trustees about
not dropping active devs. Thats up to the present board
to change if they want to.

Meanwhile, Foundation membership has been fairly 
automatic for devs, so I suppose the active devs on that 
list only need reapply.

For the avoidance of doubt, I am no longer a trustee. I
stood down in Aug 2016.
