6 I think that would be very beneficial (to require foundation membership
7 without legal reasons to abstain). It encourages responsibility and
8 focusing on decision-making inside context instead of outside it. One of
9 the reasons for this discussion is to unify Gentoo, so requiring dual
10 membership (or rather, making them one and the same) goes a long way to
11 furthering that goal.
